Observatory at Popov Tower in Zagreb's Upper Town was founded on the initiative of the Croatian Natural History Society ( HPD ) , and the City Council for its handed over rooms in Popov Tower , approved funding for building renovation , installation of the astronomical telescope and dome . Ceremoniously opened on 5 December 1903 . Oton Kucera , the first manager of the Observatory , expressed its core activities words : " Our astronomijskom observatory twofold purpose : first that according to his instrumental resources and work forces contributes to the progress of science itself and 2. particularly in the Croatian intelligence and youth spread the results of this most sublime , the most beautiful and the most perfect natural science , however to become a hub for all , who are interested in this science to the Croatian people . "
